SHAKOPEE, Minn. – A former Scott County Jail inmate won a settlement for over $12 million for alleged neglect that almost led to his death. In 2020, a jail nurse's failure to provide proper care for Terrance Winborn as he suffered from a bacterial infection led to a heart attack, skin hemorrhages, toxic shock, and gangrene, which ultimately led to the amputation of both his arms. According to Winborn's attorneys, Scott County failed to report the case within ten days, as the law requires, and deleted 39 hours of archived video capturing Winborn's degression.
